How common is it to get the stamp bags in individual ziplock baggies like in these pics? Is that a Philly thing?

I live in NC and every now and then we get double sealed bags like those. Usually good too.
Back in the '90 we used to have wide brooklyn size bags double sealed in plastic bag that was heat sealed. This packaging however pretty much gone I guess because it is labor intensive.
Was great however for hot&humid NYC summers when shit easily gets sweated and ruined. Very bulky bundles though :(
looks like all those bags are from the same mill!
and damn those philly bags look small! They like 1/3 of good NYC bag!
I used to get fattys in those mini ziplocks all the time back maybe about 8 years ago in bushwick near gates, Downey, blue bags for a while, also used to get double sealed matrix from somewhere else that was fire, anyone remember these
